Tulsa sits on the Arkansas River in an active part of “Tornado Alley,” and the city has a well-documented history of severe flash flooding, including catastrophic events in 1984 and 1986 that killed dozens of residents and led to one of the most comprehensive stormwater-management overhauls of any U.S. city. Tulsa now receives around 1,090 mm (about 43 inches) of rain a year, with intense spring thunderstorms remaining the primary hazard, capable of producing extreme short-term rainfall rates on top of the city’s naturally flood-prone low-lying creek areas.
