Vitebsk, in northeastern Belarus, receives around 650 mm (about 26 inches) of rain a year, with a summer peak from convective storms typical of the flat, lake-dotted landscape of the wider region. The many small lakes and wetlands surrounding the city can see elevated water levels during periods of sustained heavy rain, adding a layer of flood risk in low-lying areas beyond the immediate city center. Summer thunderstorms remain the primary source of sudden, heavy rainfall. Because these storms can develop quickly, radar tracking is a practical tool for residents during the warmer months. Belarus’s Hydrometeorological Service operates the national radar network.
