Bhopal is built around a cluster of large lakes, including the Upper and Lower Lakes at the heart of the city, which shape how the June-to-September monsoon affects different neighborhoods. Heavy, sustained rain can raise lake levels enough to affect low-lying areas nearby, while the surrounding hillier terrain helps much of the rest of the city drain relatively well compared to flatter Indian cities.
