On the Rio Grande de Mindanao, the city’s low-lying position near the river’s mouth makes it sensitive to both upstream rainfall and coastal tides. Tropical Storm Washi in 2011, which caused catastrophic flooding in Cagayan de Oro despite Mindanao’s relative typhoon shelter, showed that even a storm well below typhoon strength can be devastating here, and radar remains an important tool for catching these less common but dangerous systems.
