Constanța, Romania’s main Black Sea port, receives around 450 mm (about 18 inches) of rain a year, notably less than inland Romania, reflecting the moderating effect of the Black Sea and a climate pattern that leans drier than the country’s interior. Even so, the city is exposed to occasional Black Sea storm systems that can bring intense, short-duration rainfall and strong onshore winds, sometimes producing localized coastal flooding, a risk that has drawn increasing attention as the wider Black Sea basin has seen more extreme rainfall events in recent years. Because the sea introduces a genuinely different weather dynamic than inland Romania, radar tracking of approaching coastal storms is a valuable practical tool here.
